Stubbs burst on to the scene by kicking 57 goals in 15 matches for Mt Gravatt this year and will relocate to the Border next month.
He is set to be joined by fellow excitement machine and former Wodonga Raiders star Ross Tungatalum who has verbally committed to return to Birallee Park.
He has some tricks up his sleeve and is very good in the air and at ground level.

Stubbs, 20, has been on coach Daryn Cresswell’s radar for the past 12 months.
“Sam played juniors at Palm Beach-Currumbin when I was the senior coach and I’ve been keeping an eye on him since,” Cresswell said.
“He has some tricks up his sleeve and is very good in the air and at ground level.
“He knows where the goals are.
“Sam will add a lot to our forward line and take pressure off ‘Doogs’ (Mark Doolan), Connor Newnham and Jydon (Neagle).”
Despite being only 186-centimetres, Stubbs is set to play out of the goal-square which will allow Neagle, who topped the Raiders’ goalkicking with 38 majors this year, to spend more time further afield.
Stubbs was also targeted by Aspley and Southport.
“I’ve heard of a few of the ex-AFL players in the Oven and Murray and it seems like a good comp,” Stubbs said.
“I’m looking forward to getting over there in mid-January.”
Wodonga Raiders are on the brink of breaking into the top-three with Jarrod Hodgkin, Daniel Bowles, Stubbs and possibly Tungatalum set to provide added class.
Jack Di Mizio and Dean Giles are the departures.
Bowles and Raiders’ star Brodie Filo have been playing for Nightcliff with Albury star Elliott Powell in the same line-up.
Meanwhile, Wangaratta Rovers’ Dylan Stone has signed with Port Melbourne.
