Emergency services were called to the Wangaratta-Whitfield Road about 4.15pm after a woman turned her Holden Commodore in front of an oncoming car.
Her front seat passenger was flown to hospital in Melbourne with chest injuries.
The Commodore driver, and a man in an oncoming Ford, were also taken to hospital.
Leading Senior Constable Rohan Clapham said if the collision had have been head-on, it would likely have been fatal.
“It's just lucky she was slow to turn,” he said.
“People just need to concentrate, that's what it comes down to.”
The Holden driver is likely to receive a penalty notice for failing to give way.
