Counsel assisting Ahura Kalali said he could not reconcile the police "cordon and call" strategy used during the siege with their previous attitude and approach to apprehending Clavell.

He said police had portrayed the fugitive as dangerous, unpredictable and armed, yet passed up earlier opportunities to arrest him.

"Their tactical decision was to let Mr Clavell be in a premises long enough so that they could cordon and call," he said in closing submissions on Thursday.

Clavell was in hiding and on the run from police for two weeks leading up to the 12-hour siege and is thought to have shot himself.

A post-mortem examination found he died of a single gunshot wound to the head.

When police recovered his body there was no one else inside the building.

Before apparently taking his own life, the 46-year-old had released four women from the brothel as police called on him to give himself up and end the incident peacefully.

Statements from those women suggested some were at times scared and felt they were being held captive.

Mr Kalali said the women were not considered in police tactics.

"They were supposed to protect the public and those women were the public," he said.

"Why would the commanders allow this to happen? Why would they allow him to continue on his way?"

But Anna Wells, counsel for Police Commissioner Grant Stevens, said the actions of police during the siege were not only appropriate, but the only safe option available.

"(The actions of police) can be seen as the reason why members of the wider community and police were not casualties or injured in the incident," she said.

Mr Kalali offered four recommendations to the deputy state coroner, Anthony Schapel.

He said police should only release facts about an offender that had been established in a court and should consider any history of mental health issues before deciding on tactics to secure an arrest.

He also called for any internal police reports to be made available to investigating officers and for any details on convictions to be continually updated in those reports.

Mr Schapel will hand down his finding on a date to be fixed.
