NSW Tourism Minister Adam Marshall dug the soil to launch the $3.7 million connected learning centre.
Federation Council mayor Pat Bourke and Albury MLA Greg Aplin joined him.
The building is tipped to give students access 30 to 50 per cent more courses via distance learning, and should be open mid-year.
Mr Marshall said the centre showed "the government's commitment to enhance TAFE’s presence” in rural NSW.
The project was announced by NSW Premier Gladys Berejiklian on her visit to the Border in November last year.
