Warren Alan Forbes, 45, will return to court next month after being charged with drug supply, drug possession, having a suspected stolen vehicle and resisting arrest.
Police allege he had about 89 grams of white powder and three syringes on him when searched on March 30.
Forbes had driven up to a random testing site in Gundagai in a Mercedes E63 AMG and stopped short.
Police had earlier received driving complaints about the vehicle.
Forbes allegedly tested positive to drugs with further tests pending.
It’s alleged other drugs and paraphernalia were found inside the luxury car.
Forbes remains in custody and is facing six charges.
His matter will return to Goulburn Local Court on June 13 for mention.
He is still on parole in NSW, which expires on February 28 next year.
The 45-year-old was released from prison only last September after serving a 15-year term for two killings and parole breaches.
He was on parole when Ross Kimball was stabbed outside the Globe Hotel in Dean Street on January 6, 2002.
He shot Black Uhlans bikie Andy Hullick dead in Hullick’s caravan at the back of Dallinger Road horse stables in on May 3, 2002.
He fired four shots from a .357 calibre Magnum revolver, two of which hit Mr Hullick.
Forbes, who has “f--- the authorities” tattooed on his torso, was convicted of manslaughter for both killings and was later convicted of threatening witnesses who gave evidence in his trial.
Mr Hullick’s wife Kym said she thought custody was “probably the best place for him”.
“It was bound to happen,” she said of his arrest.
Her family had prepared for his release last year but Ms Hullick said she no longer had any concerns about Forbes.
“I just don’t want anyone else hurt,” she said.
“If he can’t live life the way he needs to, it’s (prison) probably the best place for him.
“We are definitely trying to get on with our lives.”
A psychologist during Forbes’ sentencing noted “despite normal intelligence and a reasonable education, he appears unable to learn from his experiences”.
A Department of Justice report noted “to date he has failed to disclose any reasoning or possible factors contributing to his offending behaviour”.
Justice Robert Hulme noted his chances of rehabilitation were “remote” and “virtually nil”.
He is listed as living in Bankstown and will appear at next month's court hearing through a video link from prison.
The 45-year-old was banned from coming to the Border as part of his parole.
