About 30 people, including officers, the SES, resort managers and paramedics gathered at Falls Creek on Tuesday.
The meeting was designed to coordinate the response of the agencies to any emergencies, and was followed by a mock operation.
There has already been an incident at Mt Hotham this snow season, with two VicRoads testers hospitalised after rolling a car off the road last week.
Senior Sergeant Doug Incoll said the pair had been testing the road conditions and lost control before rolling three or four times.
“It shows how easily it can happen, even with people who are familiar with the conditions in properly equipped cars” he said.
“You need to be switched on, particularly with speed, braking and gearing.”
