An independent officer has 10 days from Thursday to conduct the investigation.
Wortmann sought medical advice from a facial surgeon earlier this week.
Taylor-Nugent was North Albury’s best player with four goals in its surprise 10-point loss to Wodonga with the classy forward keeping his side in the match.
The defeat looks set to cost the Hoppers a spot in the finals with fifth-placed Lavington opening up a handy buffer with four rounds remaining.
Earlier in the season Taylor-Nugent kicked a point after the siren to help North Albury defeat Wodonga by the narrowest of margins.
