Magistrate David Faram has described Zak Cheep’s behaviour as “outrageous”.
Cheep believed the pair, who lived next door to him in Wodonga, had tipped off the animal welfare group about the way he treated the pet.
He told his female neighbour he would rape her and threatened to kill his male neighbour, and accused him of being a pedophile.
The animal was eventually seized on May 18 and Cheep ramped up the abuse by throwing a metal door at their shared fence.
The pair, aged about 70, spent about nearly three weeks living in fear of Cheep due to ongoing threats before he moved to the Mornington Peninsula.
When questioned by police, he admitted to having an anger problem.
“I just say these things to get at the old bloke to be honest,” Cheep said.
Mr Faram said the behaviour was inexcusable and will sentence him on October 23.
