Police seized items, including handcuffs, from a home on Welsh Street in Lavington yesterday following the incident at nearby Heathwood Park on Wednesday.
The handcuffs, and clothing, match the description of those used in Wednesday’s incident.
It’s alleged the 15-year-old victim, who was walking his dog, was told he was being arrested at the park about 4.30pm.
He was handcuffed behind his back, but the offender was challenged by two passersby and fled the scene.
He ran across Bungambrawatha Creek and into Bindi Court, which connects to Welsh Street.
Police had appealed for information and arrested a 16-year-old about 11am yesterday after receiving assistance from the public and canvassing the area.
He was charged with aggravated impersonation of a police officer and kidnapping and was remanded to the Parramatta Childrens Court on Saturday.
Detective Inspector Winston Woodward said no-one else was being sought.
“I’d just like to thank the members of the public for their assistance,” he said.
“We’re not actively seeking any other person for this offence.”
The incident had been traumatic for the victim, Detective Inspector Woodward said, but added that the actions of those who came to the handcuffed boy’s assistance was “heroic”.
Will Joyce said he had been approached by the while walking with his five-year-old son and described the situation as “unnerving”.
The boy had claimed to be a detective – which Mr Joyce said had at first appeared to be legitimate – but something soon appeared to be amiss.
Mr Joyce tried to keep distance between the boy and his son, who produced handcuffs, and chased after him as he fled the scene.
“There were at least 10 or 12 kids at the park,” he said.
“It was really quite brazen to be honest.”
