Emergency services were called to a collision involving a black Proton and a red Mitsubishi at the intersection of Hume and Lawrence Street about 12.10pm.
A woman in her 20s and a toddler in the Proton were injured in the crash, while a driver in the red Mitsubishi was assessed and cleared at the scene.
While investigations are still continuing into who was driving the Proton and who was at fault, a witness told The Border Mail a man estimated to be his 20s got out of the Proton and fled the scene.
“He reached behind the back of his seat, grabbed something and quickly left – he was running, but stopping to then see what was going on,” the witness said.
“We saw him throw a bag behind the bushes, he went and hid around the corner in the (Gateway) Health car park.”
“I told one of the police officers he had dropped something into the bushes as he went past, and she asked me to show her where.
“It was hidden behind a row of bushes in a residential property.”
The man, dressed in a white shirt and jeans, was arrested about 20 minutes following the crash after he attempted to leave in a green Holden Commodore.
The other occupants of the Proton were taken to hospital in a stable condition.
“The young child seems to have been struck by an object in the back of the car and she has a small laceration to her forehead,” paramedic Paul Bellman said.
Police have laid charges and the man will front Wodonga Court on Thursday.
