Cobain finished ahead of outgoing playing coach Sam Carpenter and Dale Martin, only failing to poll a vote in one game.
Carpenter said Cobain had been a driving force for the club in a tough season.
“Ryan had a really strong, consistent season, and set a really good example for our younger players,” he said.
“The way he prepares and gets his body right for a season of O&M football, he got himself super fit and that was the key to his success.
“Polling in 17 games is a very good effort, in previous years he hasn’t been able to get a good run with injures and interrupted pre-seasons.”
Cobain was the clear standout in a tough year for the Rovers, who did not win a game.
The the club's A-Grade netball best and fairest, Ashlee Martin finished just ahead of the Ainslee Dowling to win the award.
Sami Kreltszheim finished in third place.
The Rover won four games in 2018, finishing eighth on the ladder.
