The 16-year-old was detected as part of Operational Slow Down, which ran at the weekend.
Inspector Scott Russell said the teenager was stopped on the Hume Highway, north of Albury, by members of the Highway Patrol.
Officers also caught two motorists with high-range alcohol readings during the blitz, which ran from Friday to Monday.
A driver was caught on Friday with a reading of 0.172 on Young Street, while another driver returned a 0.166 reading on Wodonga Place.
“They’re high readings and that puts the general public at great risk,” Inspector Russell said.
Despite the issues, Inspector Russell said there had been no major crashes in the Albury region.
“The pleasing outcome is there were no serious accidents over the weekend,” he said.
“The disappointing outcome is we’re detecting drink driving, speeding and driving with mobile phones.
“We will continue to enforce the law while people are out there breaking the law.”
Albury officers conducted about 6500 breath tests during the blitz.
The operation coincided with the NRL grand final weekend, while a Victorian operation in the North East coincided with the AFL grand final.
Results for the Wodonga and Wangaratta region were not available.
Victorian officers detected 2559 speeding offences, 215 drink drivers, 194 drug drivers and 250 motorists without licences statewide.
