Last week's rainfall forced the closure of a dozen council roads, with that number now down to six.
Mayor Dean Rees said the council wanted to get as much recovery work as possible done before Christmas.
A full assessment of damage to roads, bridges, culverts and other infrastructure is expected to be finished by early January.
The council is applying for emergency relief funds.
