Federation Council councillors recently approved a roadside memorial policy after issues with the Howlong site where Billy Bolton died on July 19.
The 23-year-old had crashed into a utility on Lowe Street, and his friend Harley Turner attacked the driver outside his home and stole the man’s car, before again assaulting him.
A cross left in tribute at the site was removed, and flowers are all that remain.
Councillors recently voted for the memorial to be completely removed by January 18.
“Council staff have already written to the family to advise that no materials are to be placed at the site, due to the level of opposition from nearby residents,” a report noted.
“Despite this, a small pot plant and flowers are considered to be still at the site.”
The council will no longer permit any new memorials to be left in urban areas.
