The 17-year-old’s head hit a metal pole while she was being towed behind a boat on the town’s pondage about 3.15pm on Sunday.
Water police from Melbourne have attended the scene and spoke to local officers.
A Wangaratta man who owns the boat is assisting police with their enquiries into the incident.
The teenager had been taken to Mt Beauty Hospital by paramedics and was stabilised before being flown to The Alfred Hospital in Melbourne.
She was in a serious condition with head injuries.
A police spokesman said the matter was being investigated.
A spokesman for the hospital said the girl remained in a serious but stable condition on Monday.
