Anthea Mulholland said about eight kangaroos were found next to Baranduda Boulevard at the weekend.
It followed the deaths of an estimated 10 to 15 kangaroos a fortnight earlier.
The animals were well off the roadside and their injuries suggested they had not been hit by cars.
Animals left on the road this week appeared to have suffered head injuries.
The animal appeared to have been deliberately run down.
Ms Mulholland said the most recent incidents appeared to be people "joyriding, having fun, and picking them off as they chose".
She was concerned about the use of firearms in the area.
"We've got four schools on the road," Ms Mulholland said.
"Kids are finding it really distressing to see them left there.
"One or two every now and then is easy to explain, but when there's 10 lined up, it can't be a car.
"They basically line the nature strip of the road."
She said those shooting at the animals, which are protected by law, wouldn't be able to tell what they were aiming at.
"They don't actually know what they're shooting at," Ms Mulholland said.
"It's after dark.
"You can't see what's going on.
"What they might think is a roo could be someone walking home or someone out taking their dog for a walk."
