Shining A Light On Me, aimed at 15 to 21 year-olds in Albury, Wodonga, Wangaratta, Benalla, Wagga and Griffith attracted 112 entries that received more than 1000 votes online and at least 2500 community votes from pop-up exhibitions in each centre.
Indiana Haysom won the Albury-Wodonga online vote while Lachlan Cummins took out the Border community vote.
Indiana, of Wodonga, also placed equal third in the judged category along with Benalla's Ashley Spooner and Beau Routley, of Griffith.

Wangaratta's Nick Richards took out the judged category, with Owenda Warton, also of Wangaratta, second.
The Personnel Group chief executive Tracey Fraser said the organisers were delighted by the public interest in the inaugural competition.
"Just the buy-in from community for the first time we've done something like this, it was really pleasing to see that people cared enough to take the time to understand young people," she said.
"All these young people are after is just that first opportunity to be recognised and to be included and for people to realise what contribution they can make to the community if they're given the chance".
