Police were following Patrick van der Zwan at 120km/h in an 80km/h zone in Wodonga on October 1 last year.
Even at that speed, he was pulling away from the officers on McKoy Street, with police estimating his speed to be between 140km/h and 160km/h.
When he pulled over in the Wodonga TAFE car park he was apologetic and told officers he was "a bit cranky at life".
He said he wanted to feel what it was like to put his foot down.
His car was impounded following the incident.
Magistrate Ian Watkins also ordered van der Zwan complete a safe driving program "so that you don't find yourself wrapped around a tree somewhere".
