In the aftermath of Saturday's NSW election, when Mr Turnbull congratulated Premier Gladys Berejiklian on her election win, the Indigo councillor told him to "f--- off".
She publicly apologised at Tuesday night's council meeting, saying it was inappropriate.
"I agree with the editorial in The Border Mail today that we need to maintain a level of civility in our political discourse," she said.
"I regretted my actions almost immediately, but despite quickly deleting the offending tweets, it was already too late.
"So I again apologise for my use of an offensive word and trust we can all work harder together to improve our public political discussion."
Cr O'Connor had been watching the election coverage while on holiday overseas and was concerned when it became clear Mark Latham and the Shooters, Fishers and Farmers would win seats, just a week after the Christchurch shooting.
"In my concern and anger about that I used a swear word on Twitter," she told The Border Mail.
"In this case I let my anger and distress about the results overwhelm me briefly, but I've learnt my lesson."
While the councillor admitted her mistake, she was also concerned by the daily examples of racism, misogyny, bigotry and homophobia on social media.
"Swearing is inappropriate, I don't think it's a hanging offence to be honest. I think some of the positions tweeted are far more offensive," Cr O'Connor said.
"I stand by the statement, I'm not resiling from that."
She will not face any breach of the councillor code of conduct and said there was no danger she would stop expressing her opinion - in the right way.
"Progressive rural people need a voice, there's a lot of conservative voices out there," she said.
"My fellow councillors were fair to me, they accepted the fact I knew I made a mistake ... They all said that they didn't want to take it any further."
