The big reaction to the survey, which opened on Thursday, came as Wodonga mayor Anna Speedie and Benambra MLA Bill Tilley called for wider consultation.
"Good on them for getting out and doing some feedback from the community," Cr Speedie said.
"I'm hoping they also go to some of the large stakeholders, like some of the trucking companies.
"It's pretty hard for trucks to get across any part of the motorway, so it's really important that they pick that feedback up."
Mr Tilley said the "survey is a good start but I hope they consult a little wider than an online tool".
"We've seen that consultation hasn't been VicRoads strong point with the anger over plans to close the freeway's Melbourne Road exit, the frustration of a letterbox drop just days out from start of works on the freeway at McKoy Street and more recently the experience of residents on the Beechworth Wodonga Road," he said.
Both Cr Speedie and Mr Tilley agree the only long-term solution is a flyover allowing the return of a 110km/h zone.
Asked why the survey does not ask people what they would like to happen to the intersection in the future, VicRoads North Eastern regional director Steve Bowmaker said they wanted it to be specific to speed.
"What we want to understand right now is about the speed zone - how safe do you feel at this speed and has the 24/7 speed zone improved your journey?" he said.
"We understand the community's desire for a different option at this intersection - we're working on a longer-term solution with a planning study into the whole section of freeway from the Murray Valley Highway to the border."
VicRoads is promoting the questionnaire, which runs to April 30, to the freight industry and nearby businesses.
