Paramedics were called to the crash on Wagga Road, near the Five Ways, about 12.15am on Thursday.
The 15-year-old was taken to hospital with serious leg injuries.
The scooter rider, 14, fled and was arrested while hiding in a nearby car.
Witnesses have seen the scooter being used by a teenage boy and girl in the area in recent days.
The 14-year-old boy has been charged.
