The Bulldogs will start their season at home on Saturday against Lavington, which is coming off a 136-point demolition of North Albury.
A mass exodus after 2017 robbed Wodonga of 23 players, but the club showed tremendous resilience to post six wins.
However, the Bulldogs averaged just 59 points, only ahead of Corowa-Rutherglen (three wins) and Wangaratta Rovers (winless).
"Our scoring potency needs to improve and that's been a real focus over summer," coach Zac Fulford said.
"We probably feel there's more to it than just adding (the club's boom recruit) Tom (Johnson) to support Nick (Beattie).
"We need a couple of our smaller forwards and our resting midfielders to hit the scoreboard a little bit more."
Beattie finished fifth in the goalkicking with 36 last year, while former O and M interleague forward Johnson is back after a year with Tallangatta.
