Emergency services responded to the fire on Melrose Drive just after 8.15pm on Sunday.
IN OTHER NEWS:
Seven bins had been pulled together to be lit on fire.
Despite the blaze being near the building, it was extinguished and did not damage any structures.
Wodonga detectives assessed the scene early on Monday and are treating it as suspicious.
Detective Sergeant Graeme Simpfendorfer said an area of origin and cause of the fire had been determined.
"The intention was to light the bins on fire, but with the close proximity to the structure, it's always cause for concern and the firefighters did well to suppress it quickly," he said.
"We're trying to canvas for some CCTV and if anyone knows anything we'd certainly like to hear from them.
"We find people often talk about these things to friends or associates and we would expect people who know that information to call."
Detective Sergeant Simpfendorfer said the fire danger period was still in place.
"Fire can be unpredictable, cause death and is obviously cause of a lot of disruption and destruction - we take them very seriously," he said.
"We have identified and charged a number of youths recently and they will be going through the justice system.
"It's another senseless act of vandalism that falls back to the community to cover the cost of."
