The city's council has supported a plan to allow non-home owners to use four vouchers in 2019-20.
The move is part of a continuing trial which began in February last year after it was found a sizeable number of private tenants could not access vouchers and in some cases landlords were keeping them for personal use.
The expansion from one to four vouchers was unanimously supported by councillors.
However, former mayor Alice Glachan raised concerns about a move to entirely distribute tip vouchers electronically.
Council engineering director Brad Ferris said a report would be presented to council at a later date for debate on electronic options for vouchers.
