Police received information that has led officers to the region, with investigators making inquiries in the area on Tuesday and yesterday.
The victims of the incidents, which occurred in similar circumstances in South Yarra on November 22, 1985, and at Nunawading on March 26, 1986, had their lives changed.
The first woman, who has since died, was dragged into a vehicle, blindfolded, gagged and sexually assaulted at a property by multiple men over several hours, before being dumped in Richmond.
A man is believed to have made eye contact with the 18-year-old victim before driving off.
A 19-year-old was targeted in the second incident, and was also blindfolded and gagged, and threatened with a knife, before being sexually assaulted by at least three men.
The woman, who asked to be known as Debbie, has been diagnosed with post traumatic stress disorder and said she was taking a stand against what occurred.
"So even though they got away with it for such a long time, punishment, even now, is kind of a way of saying 'no, this is wrong'," she said.
A renewed police appeal, which included a video reconstruction of the first incident, has led police to the Border.
Detective Inspector Steve Wilson told The Border Mail both victims had been "severely impacted" by the incidents, which police believe are linked.
He didn't detail what information led police to Albury-Wodonga but said people may know something which could help the investigation.
"We're looking for any information that anybody can give us in relation to these particular events," he said.
"We believe now that people are spread out wide - it was 30-odd years ago.
"People have spread around and we do have some information that has led us to the Albury area.
"We believe there may be other people that have information for us, and it doesn't matter how insignificant people think it might be."
The rapes had been life-changing for the two women, he said.
"Both changed their attitudes towards men, they were very cautious towards men from that time on," Detective Inspector Wilson said.
"Certainly for the surviving victim and the families of both victims, it would mean an awful lot to bring this to a conclusion."
Police are also making enquiries in Western Australia.
A white or silver Holden sedan was involved in both rapes.
A reward of $350,000 has been offered for those with information.
Anyone with information can call Crime Stoppers on 1800 333 000.
