Albury councillor Murray King has called the forum for the next Tuesday night to determine how many businesses have been left out-of-pocket by the Depan Group.
"It's not a blame game session, all we want to do is get the perspective of the other side from the council and work to a resolution so council can look at their circumstances and have their debt assigned to the council," Cr King said.
"I've spoken to an independent liquidator and there's no problems with debts being reassigned."
Cr King said mayor Kevin Mack and other councillors were due to attend the meeting at the Star Hotel from 7pm.
"The mechanism I see is that the council buy the debt, they pay the subcontractor, if all the facts are they did the work, they've got the paperwork and the account is not disputed," Cr King said.
"That condenses all the debts into one and if the council chooses to get something from the liquidator that's their prerogative."
Cr King anticipates putting a motion to the first council meeting in June and arguing the payout can be factored into the city's 2019-20 budget which is yet to be finalised.
"I know there's small businesses and they're really hurting because they've acted in good faith and would have taken some security in Albury City overseeing it (the project)," he said.
"This is an opportunity for those affected by the demise of Depan to present their story and we never want this to occur again, the reputation of Albury City in the construction world has taken a fair hit and we need to make amends."
In addition, Cr King is pursuing freedom of information action to uncover correspondence between his council and Depan over subcontractor payments.
He is wanting to discover what council management was being told by Depan in the lead-up to the company's collapse.
Cr King is also keen for Tuesday's meeting to flesh out what subcontractors were being told about Depan's circumstances and the Lavington job.
He wants them to bring emails and correspondence, related to the situation, to the gathering.
