About 100 people, including former colleagues, friends, and family members gathered at the Ettamogah site on Friday for a service commemorating the tragedy.
Flowers were placed on a memorial fountain built by the colleagues of Ben Pascall, 27, and Lyndon Quinlivan, 35, to mark 12 months since their passing.
The pair died from gas exposure at the site.
Davern Neall, 55, was not physically injured but died two weeks later.
General manager Milo Foster said the ceremony was "sobering".
"Everyone has been through a lot," he said.
"It was helpful to continue the healing and even though it was a tragedy, amongst the employees there's probably a stronger feeling of camaraderie and concerns for the welfare of our fellow workers."
Staff spent months designing and installing the fountain, which has a plaque to the three men.
A service at St Matthew's Church - which held the funerals of the late workers - will also reflect on their lives.
Father Peter MacLeod-Miller said Sunday's service would be open to all.
"I think the whole community was injured by that disaster," he said.
"I think probably everyone in Albury knows someone connected to that.
"As a community, we stand together on this.
The church service will start at 9am.
