The match was still up for grabs at the last change but the visitors found another gear when it mattered most to score a 40 to 33 victory.
The Tigers have now slumped to a 2-5 record and will need a minor miracle to take part in the September action.
Withers said it was disappointing to lose after little separated the two sides for most of the encounter.
"There wasn't much in it for the first three-quarters," Withers said.
"It was goal for goal really but a few silly errors in the last-quarter proved costly.
"It would have been nice to win to stay in touch with the top-five.
"I still thought we showed some promising signs, we just need to get everyone to training on a consistent basis so we can work on things."
Defenders Tina Way and Sarah Cartwell were the standouts for the home side and battled hard.
