The 2019 card has been launched, building on a decade-long joint initiative of Albury and Wodonga councils.
It's on offer to young people aged 12 to 25, coming with information about Kids Help Line, Junction Support Services, headspace and other organisations.
Newly-elected Albury youth council deputy mayor Tabitha Macdonald said there needed to be more awareness of that support.
"The Albury youth council found in a survey that young people have limited knowledge on youth service providers, so we hope this card will connect them to those," she said.

"It also gives a discount to local stores and I'd like to thank all the businesses involved."
The sixteen discounts include a range of hospitality venues, no joining fee to Aligned Leisure, 15 per cent off courses at Border Mindfulness and a similar mark-down of BMX parts at Washington Cyclisme.
At the launch at the Retro Lane Cafe and Youth Space, Albury deputy mayor Amanda Cohn encouraged the crowd to make the most of the offering.
"It's a really great opportunity for young people in Albury-Wodonga to get the most out of living on the Border," she said.
Wodonga councillor John Watson said the resource was community-driven.
"Last year there was a fantastic card designed by youth and we've done the same thing this year," he said.
"We hope young people use the card to the best of its ability including at the Retro Cafe.
"Wodonga doesn't have a youth cafe and this is a great venue that youth from both of our cities can come to."

The Youth Connect Card will be distributed to schools and businesses.
The card will be available from this Friday at Retro Lane Cafe and at both of the council's customer service centres.
