While Independent Helen Haines claimed victory soon after the May 18 poll, the Australian Electoral Commission is yet to complete vote counting.
That means a declaration, crowning Ms Haines as the new member for Indi, may not occur until next week.
The wait has already surpassed the 16 days that Independent Cathy McGowan had between election day in 2013 and being declared MP for Indi.
Staff have remained at parliamentary offices at Wangaratta and Wodonga, but Ms Haines yesterday declined to say if she would be employing any of Ms McGowan's team.
"I'm waiting to hear from Canberra about how many staff I will be allocated," Dr Haines said.
"It's a strange limbo period.
"I'm doing everything I can to prepare myself to be ready to roll when the declaration is announced.
"I've met (in Melbourne) with Parliamentary Services from Canberra who have done an initial induction briefing."
The new parliament is due to sit from July 2, but Dr Haines anticipates her maiden speech will not be given until September following the winter adjournment.
Ms McGowan said on Tuesday she planned to be in the gallery for the speech and that she hoped some of her staff keep their jobs.
"I imagine the constituent staff will remain at the Wangaratta and Wodonga offices," she said.
Ms McGowan said she had been taking a holiday since the election and had no firm work ideas.
She plans to donate 40 albums of newspaper clippings, covering her parliamentary career, to the Wangaratta municipal library.
They include articles from The Border Mail and other Indi newspapers as well as the national press.
