The plans are contained in a planning application submitted to Wodonga Council and come almost a year since the custom culture store in Thomas Mitchell Drive was opened by Jole Styles and Lara Northey.

It is seeking a permit for a maximum 120 people on the site with alcohol only served after 12pm which is a permitted use in the area's present zoning.

The application states trial live music events with a temporary liquor licence have been conducted in recent months to test impacts on neighbouring properties.

"This proposal is not a night club," the planning application states.

"However DJ entertainment, live or amplified music on occasions is proposed and this will be monitored and regulated under a noise amenity action plan.

"All noise is facing the front of the premises which is not directed at any residential housing.

"It is anticipated that the proposed use will only add to the community's choice and options of what we believe is a community lacking in entertainment and dining options.

"We are consistently having patrons who have visited our functions and we are finding that they are very excited about our proposal of creating a more diverse cafe dining experience."

If the planning application is approved, the business will employ additional staff to those already working on the site in the cafe, barber shop and retail clothing outlet.

Other licenced premises exist nearby and the proponents consider there is sufficient parking options for patrons.

"It is anticipated that the patronage of the premises will be largely made up of local residents, tourists, community groups, corporate companies, management and staff of other nearby retail and commercial operations and other persons looking for this style of operation," the application states.

"It is anticipated peak trading will occur after 6pm when all other commercial operations in the area will have closed their doors."

A Wodonga Council spokeswoman said it was premature to decide whether the planning application would be determined by councillors or under staff delegation.
