Workers and members of the public at an Albury quarry had been only 300 to 340 metres from the explosion site on April 10 last year.
The blast sent flyrock into the air, damaging three vehicles near where people were standing.

The NSW Resources Regulator said seven people had been at risk of being hit and seriously injured.
A spokesman for the regulator said the investigation was ongoing.
They said because the matter was still being looked at by the regulator, it was inappropriate to comment further.
While the incident occurred 14 months ago, it took nearly five months to be reported, which the regulator said was outside of the required reporting period.
