When College forward Mike van Diggelen scored with minutes left, the visitors then had a chance to level the scores with a series of scrum efforts near the line, but weren't able to cross.
Forwards Liam Krautz and Tom Boyle were terrific for the visitors, who lost no respect by pushing one of the competition favourites.
The Steamers scored four tries, including one to Krautz, but Blake Le Cornu only landed the one conversion.
Despite the loss, the Border outfit jumped above Tumut into the top four, courtesy of snaring two bonus points.
However, the Steamers face a brutal test to retain their place in the four given they host second-placed Wagga Waratahs on Saturday.
