Victoria's road toll stands at 155 so far this year, compared to 100 deaths on the state's roads at this time last year.
Experts from VicRoads and the Department of Transport will merge under the new Road Safety Victoria office from August.
VicRoads chief executive Robyn Seymour, who has worked in road trauma prevention for almost 20 years, will head the safety office.
"Road safety is an issue close to my heart, which is why I'm honoured to take on this role," she said.
Ms Seymour started her career working as a road trauma counsellor before moving to VicRoads.
The office aims to develop road safety policies, coordinate programs and campaigns as well as support the development of the Labor government's next road safety strategy.
It will also help coordinate the the Road Safety Commission's Towards Zero Strategy and will work with Victoria Police and other bodies to reduce the road toll.
