Following two complaints in a six-month period and no community consultation, Wodonga Council placed large boulders at the end of Down Court which prevented golf carts from accessing the course.

Last December, the council agreed to carry out a six-month probe into all 24 access points to the course.

With the exception of Down Court there had been no issues raised.

Cr Ron Mildren, who successfully moved the motion to build the concrete path from the end of the Down Court roadway to the golf course boundary, said commonsense had prevailed.

"We needed to resolve the issue of the rocks being there," he said.

"The creation of a footpath wide enough to accommodate golf carts is a logical move."

A petition opposing the blocked access was signed by 300 people and Wodonga Ratepayers Association was drawn into the "schmozzle" with a protest held onsite in October last year.

"I spoke to (former council chief executive) Patience Harrington at the beginning of this whole schmozzle and she actually suggested what they have now gone ahead and done," association president Ian Deegan said.

"I told her 'that would be terrific' and would save a lot of arguments, but then council chose to go down another path of investigating and here we are back at the same spot.

"Commonsense has certainly prevailed and as a result I'm extremely happy. with the outcome."

The blocked access forced golfers to travel on public roads with emergency services also unable to enter the course at Down Court with the rocks in place.

The estimate cost of works is a relatively minor amount of between $5000 and $8000 and is likely to be funded through savings realised in the 2018-19 footpath program.

As part of the council investigation, letters were hand delivered to each resident in Down Court, including the corner properties with addresses on Dalton Avenue, golf club management and the ratepayers association.

They were presented with three options which were leaving the rocks in place, removing them or constructing an all-weather path.

Seven responses were received with six were in favour of the path option one wanted access to remain closed.

The Down Court access is located on the back nine holes of the course.

Mayor Anna Speedie, who supported the investigation be carried out last December, seconded Cr Mildren's motion.

Damage to public land will be kept to a minimum with a concrete path.
