NSW water minister Melinda Pavey and her National Party leader and Deputy Premier John Barilaro declared the state was "considering its options" in relation to the plan following a meeting of water ministers in Canberra on Sunday.
Ms Pavey and her Victorian counterpart Lisa Neville also committed to the two states working together to appoint independent experts to review the Murray-Darling Basin Authority's modelling for water flows.

Speak Up chair Shelley Scoullar said the federal government wasn't doing enough to even up the imbalance tipped in South Australia's favour
"We continue to have a federal government that is prepared to throw our region's farmers under the bus," she said.
"(Federal water minister) David Littleproud could have supported Victoria and NSW to get some clarity around what flows can be delivered, what modelling by the MDBA in the planning stages has proven to be incorrect and what can be done to stop previous water being poured out to sea.
"Instead, he proves to us once again that this is not a flexible and adaptive Basin Plan, and it's not fair and balanced, like we were promised.
"It's nothing more than a political plan to appease South Australia and shore up South Australian votes.
"We also find it extremely disappointing that our local member, Sussan Ley, is not prepared to call out Mr Littleproud and support her own constituents
"She should be backing Melinda Pavey, John Barilaro and federal Nationals' colleague Damian Drum."
Ms Ley is on annual leave and not available for comment.
