Clubs were officially notified this week the league would be slashing $5000 in 2020 and another $5000 the following season.
It will also drop its player points by one over the next two seasons.
"It's about the sustainability of country football as clubs just aren't using all their salary cap space and points at the moment," league president Brendan I'Anson said.
"Only a few clubs are around $95,000 at the moment and the rest are below that.
"Why have the cap too high?
"It will fall closer into line with the Tallangatta league and other neighbouring competitions as well."
It is believed the Riverina and Farrer leagues are also planning to drop their salary caps to $90,000.
I'Anson said the Hume league wanted to introduce the cuts over two seasons.
"It just gives clubs a bit more time as arrangements between clubs and players have already been made," he said.
"We thought this was a fairer way to go about it."
Most Hume league clubs presently have 38 player points with the Billabong Crows, Murray Magpies, CDHBU and Lockhart receiving extra this season.
The Crows face a significant cut next season if they play finals.
Meanwhile, the AFLNEB has kept the same salary caps in place for the Ovens and Murray ($160,000), Tallangatta ($80,000), Ovens and King ($70,000) and Upper Murray ($50,000) for next season.
