Officers spotted the black Holden V8 driving erratically on Melbourne Road in Wodonga about 8.20pm on Thursday.
When officers tried to intercept the car, the driver took off at high speed.
The man slammed into a white Ford Falcon near the intersection of Murphy and Lawrence streets.
The out-of-control car continued on Beardmore Street and hit a parked Mazda, moving it about 20 metres along the road.
The Holden passenger was arrested at the scene.
The 28-year-old Albury man was taken to hospital under police guard and has been charged with drug offences.
The driver fled and remained on the run on Friday.

A vehicle was torched at Killara on Friday morning, but it was unclear if it was linked.
Nearby resident Leanne said she had heard an "explosion" as the crash occurred outside her home.
The driver of the Ford Falcon was "pretty shaken up" after the crash, she said, and believed anyone in the passenger seat would have been killed.
"I was sitting in the lounge room, next minute I heard a massive great big bang, then another massive great big bang," she said.
"It was just horrible, absolutely horrible," she said.
The passenger will likely face the Wodonga Magistrates Court on Monday after being extradited from NSW on Friday.
