The proposed development requires an additional 36 car spaces to be provided onsite, but only proposes 24 in the plans submitted to council.

Applicant Zauner Construction has opted to enter into planning agreement seeking to make a financial contribution of $180,000 for the shortfall.
"The Wilson Street public car park has been identified by council as having potential for an additional level of parking," the report to council states.
"The monetary contribution could support this upgrade and would represent additional public parking that is easily accessible to the development site.
"It is considered that the development is located in an area which would benefit from any public car park provided by council as part of its capital works program.
"Council has agreed to monetary contributions in other development sites in the CBD and CBD fringe in the past.
"Although this is only the third development subject to the (planning agreement) provisions now applicable following the removal of car parking contributions from the applicable contributions plans."
Another public car park with all-day parking is located at the SS&A Club.
The 24 car parking spaces on site will be located below the building.
The planning agreement contribution, which were introduced in 2016, equates to $15,000 per parking spot and has previously between applied to properties in Swift and David streets in central Albury.
The draft planning agreement requires payment of the contribution before the release of the construction certificate for the development.
The development application was submitted in June and has had no objections.
The proposed building height of 14.8 metres is well within the 35 metres allowed in the area.
Council staff recommended the development application including planning agreement be approved.
