In his second season at the club, Butler polled 74 votes to edge out former coach Brad Talbot on 65.
Butler crossed from North Albury and has been ultra-consistent for the merged identity after finishing third last season.
Despite being undersized, Butler shouldered most of the ruck work this season and thrived in one-on-one contests.
Talbot narrowly failed to win a fourth best and fairest after previously winning the award in 2004, 2009 and 2011.
The dread-locked midfielder was playing his 20th year of senior football and has notched more than 340 matches with his home town club.
Kane Mills, Russell Anderson and Tom Webb rounded out the top-five.
Jakob Hanrahan was a run-away victor in the reserves award.
Erika Hanrahan took out the A-grade netball honour.
