He polled 39 votes to edge out Connor Galvin and Sam Livingstone who tied for runner-up on 34.
O'Rourke has spent the past two seasons at Tigerland after being recruited from Northern Jets.
The creative defender played mainly off half-back with his run and carry and pinpoint disposal damaging.
After winning the best and fairest last season, Galvin enjoyed another outstanding season.
The midfielder/forward proved hard to combat when playing in attack and finished with a career best 56 goals for the season.
Livingstone crossed from Tallangatta and proved to be one of the recruits of the season.
The Tigers' assistant coach was superb in the preliminary final as well as the grand final and has committed again for next season.
