Willett was one of 10 nominations including world and Olympic sailing champion Tom Burton, PyeongChang Winter Olympic silver medallist Matthew Graham and World Aquatic Championships medallist Matthew Wilson.
Willett enjoyed a strong 2019.
He combined with Laetisha Scanlan to become world champions in the trap mixed teams event, a newly added discipline for the Tokyo Olympic Games.
The 23-year-old also claimed a gold and bronze medal at ISSF World Cup Shotgun events in Mexico and Korea.
An additional mixed teams gold in Acapulco rounded out a successful campaign.
The awards will be held at Royal Randwick Racecourse on November 14.
