"We did have some AFL delisted players who we were talking to and would have loved to got on board but in our current situation we may not be able to make that possible," Sullivan said.
"It's tough.
"At the end of the day there is an independent body which makes calls but it's hard to understand the logic when it's not transparent.
"There seems a lack of transparency and understanding on how the rules are applied.
"I know in the by-laws it says there will be no explanation provided."
Wangaratta Rovers used their 44 points against Wodonga Raiders in round 14 at Birallee Park with Nick Murray (six), Raven Jolliffe (five), Tom McCaffrey (five), Charlie Thompson (five), Nathan Cooper (four) and Matt Medcraft (four) contributing 29.

The Hawks are now expected to focus more on bringing home-grown talent like Tyson Hartwig and Alex Marklew back to W.J. Findlay Oval.
"It impacts our ability to bring in ready-made Ovens and Murray senior players especially given we are likely to lose a couple of our seniors players," he said.
"I know Nathan Cooper is looking at the VFL and, although we will still be his home club, how often we see him will be questionable.
"Someone like Nick Murray could get drafted so if that happens, which we hope for him it does, we will have to suck that up.
"Now is where we look at what we can do and what we can't.
"Obviously we will be trying to get as many former players back to the club which is always our goal anyway.
"It becomes a bit problematic though when they have re-located and have families and businesses they are associated with.
"We will work hard on that front and hopefully get ourselves in good shape for the start of the season."
While Wangaratta Rovers lost their appeal to have more player points on Wednesday, Myrtleford were successful and will carry 40 into next season.
