Albury highway patrol said the 75-year-old man had been issued with an infringement notice after he was stopped on North Street at 3.10pm on Friday.
A spokesman said loads needed to project no further than 1.2 metres from the rear of a vehicle "and that was a lot more".
"It's dangerous to pedestrians and other road users," he said.
"Especially in the event of a collision or rear end collision, the outcome could be catastrophic."
