The Hawks have picked up outsiders in Tatura best and fairest and coach Jamason Daniels, team-mate Charlie Hill and former Northern Blue (VFL) Tyrone Armitage.
Rovers have also regained former players Tyson Hartwig and Ryan Stone, while Alex Marklew will use them as his second outfit when not at Werribee in the VFL.
"I wanted to make sure when I came back I was still playing good footy, I didn't want to go back to Rovers washed up or past my prime," 31-year-old Hartwig said.
"It's just made such a difference having a bit of on-field success last season," football operations manager Barry Sullivan said.
"And it's not only the performances on the field, they see the culture and the fun factor associated here."
Rovers will field 40 points after boasting 44 last season.
The Hawks recently lost their appeal for more points.
