But Cr Rees expects it to be a little easier this time.
"I've put my hand up and I believe I've got the votes for it. At this stage, to my knowledge, there's no one else nominated yet to run against me," he said.
"I'd like to continue the good work that's being done by my councillors and myself, I feel I've got a lot more to offer.
"I'm looking forward to having another year at the helm and progressing Wangaratta further forward."

But the election of deputy mayor might be more hotly-contested.
Deputy mayor Mark Currie wants to keep job after holding it for the past 12 months, but could face a challenge from councillors Dave Fuller or Harry Bussell.
"I'm happy to work with all three of those people," Cr Rees said.
As counciillors look ahead to the next year of planning for the city, construction of a current project is starting to take shape.
Construction started on the $16.9 million aquatics facility at Wangaratta Indoor Sports and Aquatic Centre last week when steel was erected for the nine-metre high columns that will house the new 17-metre by 12-metre indoor pool.
The project will also include an outdoor 50-metre pool and outdoor splash pad.
The mayoral election will be held at Tuesday's council meeting, which starts at 6pm at the Wangaratta Council chambers.
