The YMGCR duo held off club mate Laureen Smith and playing partner Vicki Smith (Lilydale), 15-10.
It's the second Victorian Open title for the pair after winning the triples with Laureen Smith back in 2016.
That same year, Miles won the Vic Open Medal as the tournament's most consistent player, having finished runner-up in the singles and progressing to the knockout stage of her other events.

"It was all a bonus for our club whoever won," Miles said.
"It's never over until the last bowl.
"It was on for four shots to them if Laureen had got it with the last bowl too, but it all ended up well."
Sanders came perilously close to taking home the singles title as well, falling 21-17 in a thrilling decider against Melbourne Cricket Club's Anne Draffen on Friday.
Immediately after the pairs triumph, Sanders backed up to contest the semi-finals of the singles and won through to the decider, finishing after midnight.
Draffen had the early running in the final and led 11-6 after 10 ends, before Sanders squared the contest at 11-apiece after 12.
She dropped the next three ends to trail 15-11, but levelled at 17-apiece on 21.
Draffen picked up singles on the next two ends, including a close measure from the umpire, before shifting the jack with her final bowl of the 23rd end to hold game.
Sanders was narrowly wide with her last effort as Draffen claimed a hard-fought victory.
"I got off the green at about quarter past 12 this (Friday) morning," Sanders laughed.
"I started again at 11 o'clock this morning.
"I've played in the Vic Open before and you realise when you go a lot further you're playing from seven or eight o'clock in the morning until very late at night.
"It was unreal to play and get as far as I did. A win is a bonus for me."
It was a strong week for the Ovens and Murray region with Benalla's Kerri Leask featuring in the winning women's triples side.
Miles will make her national debut with the Australian over-60s next week in the Trans-Tasman Series against New Zealand on the Gold Coast.
"It's super exciting, we have a couple of days of practice and three days of games," Miles added.
"It's my first time playing for Australia and I never thought that would happen, but there you go."
After a week away, there's no rest for Sanders who lines up in A1 pennant for YMGCR against Rutherglen today and the semi-finals of the state singles on Sunday.
"I'll have to go to work Monday for a rest," Sanders laughed.
