North Eastern regional director Steve Bowmaker wrote in an apology to organiser Roberta Horne that RRV was consulting residents along the route, but Nick Hawtin said he and others on Scott Street were not being listened to.

"I've asked several times to be notified of the minutes of their meetings," he said.

"Was it [this route] discussed with the 500 people they're saying it was, or was it not?"

Ashley Fraser of Baker Seed Co said the route RRV announced was "knocked on the head" during investigations nearly 10 years ago because of safety concerns.

"There was an original community reference group and it evaluated eight possible routes," he said.

"The proposed route was railway reserve, council then paid $250,000 for an independent consultant and Aurecon came up with the same conclusion.

"Council then had another community meeting and that meeting said 'We'd prefer a bypass outside of the town's limits'.

"Council shelved the reports."

Mr Fraser said Up River Road was also not recommended back then.

"It doesn't take away trucks from the Main Street that come off the Chiltern road and Springhurst road," he said.

"They did recognise we needed a whole solution, not just a Band-Aid.

"And Up River Road was a Band-Aid."

Mark Francis represented the transport industry in answering questions from the floor with Ms Horne.

He was asked whether Up River Road, which has been mooted many times as an option in recent years but is also contentious, was a B-Double route.

"It is a gazetted B-Double route, and since the bridge was upgraded it is now mass-managed; 68-tonne trucks can use it," he said.

He said since that Gooramadda Road Bridge was upgraded by Indigo Shire, which was done in a project separate to the alternative route, there had been more trucks using that road.

"Whilst there's a heap of trucks using it now ... it's been privately said to me it would cost somewhere between $12 to $14 million to do Up River Road [for the alternative route]," he said.

"And that probably doesn't taken into account re-prioritisation of intersections."

Mr Francis has "grave reservations" about the Douglas-Scott-Reid-Drummond streets route proposed by RRV, and commented on a point raised during the meeting that the status quo of trucks through Main Street might be a better option.

"It's a question that seriously needs to be answered," he said.

"We need politicians to find money [for a proper bypass] and that's the only answer."

A motion was moved for access to the original Aurecon report, and the full origin to destination study which Ms Horne said had been done with $1.2 million of the $4 million put to the alternative route project.

Indigo Council chief executive Trevor Ierino said he would look into the possibility of sharing the Aurecon report, and that council did not have the origin to destination study.

"It's important we stay fairly neutral on this," he said.

"If they proceed with this option ... council will need to make a decision on whether they allow trucks on these side roads, which are council roads."

Mr Ierino has attended both recent meetings as an observer and Ms Horne received apologies from other councillors and local MPs.

Indigo councillor James Trenery will present a petition from the community at Tuesday's council meeting.
