And vehicle movements would have to be managed to ensure the capacity of Benambra Road, of 600 vehicles per hour, is not exceeded.
But traffic impacts of the proposed projects "are considered unlikely and would be short-term", according to the environmental impact statement uploaded to the NSW Planning Portal.

The EIS, prepared for Neoen, is now open for public submissions for 29 days.
The development site is located within two kilometres of the Walla Walla Solar Farm, as one of four proposals for the Greater Hume Shire.
A total of 1126 hectares will be covered by permanent infrastructure at the Cummings Road development site at Culcairn, requiring 0.61 ha of vegetation to be removed and 99 paddock trees.
"The cumulative impact of agricultural loss of land due to solar farms would be temporary," the EIS states.
Modelling shows that the Culcairn solar farm, if approved by the NSW government, would be seen from Morgan's Lookout.
"Views of the proposed infrastructure through scattered vegetation would likely be discernible. Views of proposed infrastructure would however be distant," it says.
Neoen also suggested any road upgrades needed from construction traffic would be have to be covered by Neoen and the Walla developers.
