The 47-year-old appeared in the Shepparton Magistrates Court last week after recently being arrested at Longwood.
He had crashed his vehicle into a safety barrier and police arrested him on outstanding warrants.
Officers placed Forbes into the back of a divisional van, and saw him on security camera footage putting his hands down his pants and "acting in an unusual manner".
They pulled over the police car and checked on him, and noticed he had something in his mouth.
IN OTHER NEWS:
Forbes told paramedics he had something in his throat, which was a ziplock bag containing 30 grams of ecstasy.
He was fined $750, with conviction, on one count of drug possession.
Another charge was struck out.
Forbes has been caught with drugs several times since being released from jail for two Albury killings and parole breaches.
Forbes was found guilty of manslaughter after shooting bikie Andy Hullick dead in his caravan in May 2002, and stabbing Ross Kimball to death outside The Globe on Dean Street three months earlier.
The 47-year-old, who has "f--- the authorities" tattooed on his torso, was jailed after being caught with syringes, cocaine and meth while driving a stolen Mercedes Benz at Gundagai on March 30, 2018.
He was jailed in NSW last September for drug possession, but was released on appeal.
